Wisconsin law requires every business or organization that employs a lobbyist to register with the Wisconsin Ethics Board and to report to the Board each bill and rule number, budget subject, and topic on which a lobbying communication is made. The Ethics Board recently released a report summarizing the lobbying reports filed with it for the first six months of the 2007-2008 legislative session, and revealed the following:
